COMMITTEE ASSN HOUSIE RICHMOND W.M.C. 75 LONDON ST SATURDAY 1.30 p.m. 40 GAMES $4 CARD Members, Affiliates and Guests Welcome PROHIBITION OF CONSUMPTION OR POSSESSION OF INTOXICATING LIQUOR AT SPENCER PARK PURSUANT to the provisions of the Local Government Act 1974 the Council has resolved that the consumption of intoxicating liquor is prohibited at Spencer Park (situated on the southern side of Heyders Road, Spencerville and hereinafter referred to as the specified public place) during the New Year celebrations between the hours of 6 p.m. Wednesday, December 31,1986 to 6 a.m., Thursday, January 1, 1987 (hereinafter referred to as the period of closure). Acts Prohibited in Spencer Park That the following acts are prohibited during the period of the closure: 1. The consumption of intoxicating liquor in the sped-, fled public place. 2. The bringing of intoxicating liquor or empty liquor containers into the specified public place. 3. The possession of intoxicating liquor or empty liquor containers in the specified public place. Exemptions The prohibition does not prohibit the carrying of intoxicating liquor to the specified public place if it is being carried by or for delivery to a person residing at the Spencer Park camp or his bona fide visitors,' provided the liquor is promptly removed from the public place (i.e. it may be consumed within an authorised tenant’s caravan or tent). Unauthorised vehicular traffic is prohibited during the period of closure. Powers of Police A further effect of the resolution is that any constable may, without warrant: (a) Arrest any person whom he finds committing an offence against this section. (b) During the period of the prohitlon or prohibitions, arrest any person whom he has reasonable cause to suspect of having committed such an offence. (c) Search any parcel, package, bag, case, or other container in the possession of any person in, entering, or about to enter any specified public place for the purpose of ascertaining whether or not the parcel, package, bag, case or container contains any liquor or any empty liquor container. Before exercising the power of search, the constable shall Inform the person in possession of the parcel, package, bag, case, or other container of the following provisions and in any case where that person is in possession of the item in the specified public place, give him a reasonable opportunity of removing the item from the specified public place. No constable may exercise the power of search if the person in possession of the parcel, package, bag, case, or other container removes it from or, as the case may be, refrains from taking it into the specified public place and leaves it outside that public place until the period of the prohibition ceases. Any constable may sieze and remove any liquor and its container or any other liquor container that he has reasonable cause to believe would be evidence of the commission of an offence. Penalty Every person who commits an offence knowing that the prohibitions are in force is liable on summary conviction to a fine not exceeding $5OO.
