Town Planning The Town and Country Planning Act 1977 HEATHCOTE COUNTY DISTRICT SCHEME REVIEW PROPOSED VARIATIONS Nos 14 and 15 ’ ZONING ALTERNATIVES HUNTSBURY SPUR BY public notice on September 9, 1986, the Heathcote County Council publicly notified proposed Changes 8 and 9 to the operative district scheme, relating to land on Huntsbury Spur. In order to meet legal requirements these two proposed changes have also been adopted as variations to that part of the Proposed District Scheme Review (1978) which still applies. Variation No. 14 Is the same as Change No. 8, and Variation No. 15 Is the same as Change No. 9. The two changes/variatlons are to be regarded as alternatives. At an appropriate time one or other will be withdrawn. The two variations are as follows: Variation No. 14 Huntsbury Spur Option No. 1 Huntsbury Rural Zone (One house per property) and Variation No. 15 — Huntsbury Spur Option No. 2— Huntsbury Special Development and Land Management Zone (Development of Low Altitude Lots Reducing with Altitude) Proposed Variations 14 and 15 relate to land on Huntsbury Spur which was excluded from the Operative District Scheme by consent of the Planning Tribunal (decision dated April 16,1985). The land Is described as Lots 1-7 inclusive and Lots 19-30 inclusive D.P. 28817. In addition Variation No. 15 Includes Lots 8-11 inclusive and Lots 17, 18 of D.P. 28817. This second group of properties Is zoned Rural In the operative district scheme but they are similar in character and ownership (private) to the other lots. The proposed new zones allow for houses within the zones ’ subject to strict controls on siting, design and the use of the land. Careful attention has been paid to the special planning needs of the area because of its character and topography and as such the Variations include building line restrictions, non-building areas and conditions designed to minimise the impact of development and to promote the integration of buildings, earthworks, landscaping and conservation within the proposed zones. The alm of the proposed new zones Is to provide an area of transition between urban development at the bottom of the Spur and the open tussock land at the top of the spur. It should be noted that these Variations do not set a precedent for the development of other areas of the Port Hills. Proposed Variations 14 and 15 may be Inspected at the following places when they are open to the public: Heathcote County Council offices, Colombo Street, Christchurch. Davie Lovell-Smith and Partners, 198 Hereford St, Christchurch. Forms for submissions and objections (Form C) are available at the Council’s offices. Submissions and objections to the Proposed Variations or any part thereof may be made by any body or person affected or representing some relevant aspect of the public interest. Submissions and objections shall be In writing in Form C prescribed in the Schedule to the Town and Country Planning Regulations 1978 or to the like effect and shall be lodged at the offices of the Council not later than 4 p.m. on Monday, November 17, 1986. At a later date every submission and objection’will be open for public inspection and any body or person who wishes to support or oppose any submission or objection will be entitled to do so. Public notice is hereby given that the closing date for receipt of objections to proposed Changes 8 and 9 has been extended to not later than 4 p.m. on Monday, November 17, 1986.
