A career and promotion structure for all basic competence and ability. •Operate the Port on a sound commercial and competitive basis that will give, a reliable fast ongoing service to shipping companies, manufacturers, farmers, and transport operators al the lowest reasonable cost. •Set port charges on a user pay basis to enable the port Io stand on its own feel. •Make a resonable breakdown of all charges so as to enable shipping companies, importers, and exporters Io understand the basis on which the charges are calculated. •Make the Harbour Board directly accountable to the Community it serves. •Install adequate mooring facilities for fishing and recreational boating. Encourage harbour users Io avoid polluting the waler and also assist with the preservation of the environment and water quality. •A review of the discussions already taking place between Unions for the formation of single maritime, transport and general workers union for port employees — consul! with unions involved so as to assist as appropriate and promote the amalgamation of waterfront and port unions. •Promote an efficiently managed port administrator & operating structure so as to keep costs to the public and the commercial community down to the essential minimum. •Institute a longer term programme to keep the port of Lyttelton up Io date and abreast of changes in shipping cargo handling methods so as to enable it to function and compete successfully.
