Sir, — Peter Sheehan confuses freedom to speak out with freedom to change social structures (August 25). A former C.I.A. agent, Ralph McGehee can still speak out in the West because there is no internal democratic threat to the ruling power of the American military-indus-trial complex. Mr McGhee, however, does suffer personal harassment and surveillance. Peter Sheehan makes it clear that his version of democracy includes the former Somoza

tatorship of Nicaragua, with its brutal suppression of human rights. Does he thank God for the C.1.A.-backed death squads of Guatemala and El Salvador and for the State-sponsored terrorism of the Nicaraguan Contras? American training for these activities has been mentioned even in “The Press” (April 11 and August 7).
