’ ' The Southland merger result is proof of how easy it is for people to stop change, says the Local Government Commission chairman, Mr Brian Elwood.

Mr Elwood said last evening that opposition to the local government poll provisions on the grounds that they were weighted in favour of change was

scotched by the apparent throwing out by Southland residents of a proposal for a merger endorsed by both the Southland and Wallace county councils.

The result — which has yet to be notified officially to the commission — gained the necessary 50 per cent opposition to have the proposal abandoned.

Mr Elwood did not see the result as a defeat for the commission. The proposal was a local one which the commission had simply endorsed, he said. He declined to say any more until the result was announced officially. An investigation is under way into alleged improper voting in the survey.
