Hagley Park

Sir, —In his reply to a correspondent on Saturday, the Town Clerk said that the provision of parking for hospital visitors has never been resolved, “largely due” to the legislation under which Hagley Park is operated. The failure to make this provision is not due largely, or at all, to such legislation. The consent of the Minister of Lands is required to any “non-sporting” use, but all councillors and staff know that that consent will be forthcoming if the City Council, by a good majority, calls for it. The reason the carpark for hospital visitors has never been sought — a scandalous omission — is that councillors are so terrified of an electoral backlash, such as “Hands off the Park,” that they will not support even such a moderate and humanitarian measure. As chairman of the Parks Committee, I have several times proposed such a solution, but no other councillor currently will give public support.
