Sir,—Stuart McMillan’s article, “National images and diplomacy,” underlines the necessity, and international respectability, of mediation and negotiation in the settlement of international disputes (July 19). This highly “normal” process is not, of course, a specifically Left or Right-wing one. It is the key, insofar as one exists, to survival in and beyond the nuclear age. It is also at the heart of “positive neutrality,” a policy supported by all political parties (Labour included, up to annual conference level) except, to date, National. If New Zealanders want a genuinely nuclear-free country they will need to do without A.N.Z.U.S. as George Shultz made plain to David Lange at Manila recently. Obviously a new foreign policy is required. Why not one based on developing a peacemaking role, supported by relevant education and modern communications systems?— Yours, etc.,
J. GALLAGHER. July 20, 1986.
