Sir,—l was surprised to discover that the ratio of troops to civilians in the Soviet Union is one to 72, comparing with one to 107 in the U.S.A. South Africa, which is reported to be an aggressor nation, has the ratio of one to 360. These ratios are based on 1980 population figures, and 1982 military figures.— Yours, etc., J. B. SIMMONDS.
