REQUEST FOR PROPOSALS FOR THE OPERATION OF LOTTO THE NEW ZEALAND GOVERNMENT has approved in principle the introduction of lotto to New Zealand and for lotto to be owned, controlled and operated by a New Zealand Lotteries Commission to be established under the Gaming and Lotteries Act 1977. (1) Subject to Parliament passing the necessary amendments to the Act, Implementation of lotto in New Zealand may proceed by the adoption of either: (a) A “mix and match” approach whereby, probably with the assistance of consultants, a lotto operational entity would be created by a process of selection substantially, but not necessarily entirely, from the proposals received in respect of the components making up a lotto operation; or (b) A respondent’s integrated operational package for implementing lotto covering all components of a lotto operation with the exception of key managerial staff. (2) Proposals are sought for the provision of all or any of the following services and equipment: CONSULTANCY SERVICE - by assisting the New Zealand Lotteries Commission (when established) in creating a lotto operational entity substantially from proposals received. COMPUTER BUREAU SERVICES - being processing facilities or processing and network facilities for the support of an offline system, or an on-line system, or a combination off-line/ on-line system. Marketing Services — for the marketing of lotto involving three phases: (a) pre-launch; (b) launch; (c) post-launch. LOTTO SYSTEM EQUIPMENT - for (a) an off-line system, or an on-line system, or a combination off-iine/on-line system; (b) the supply of lotto terminals only, to be used in lotto sales outlets in conjunction with compatible central processing units operated by a computer bureau for use by lotto headquarters.
