Prebble, Minister of Transport, notice Is hereby given pursuant to section 12 of the New Zealand Ports Authority Act 1968 that: The Auckland Harbour Board has appealed against the decision of the New Zealand Ports Authority to reject the Board’s application to use a leased Samba Crane on the Bledisloe West Wharf, Auckland. That decision was given on March 5, 1986. The appellant, any harbour boards, Government departments, bodies and persons consulted by the Ports Authority under section 12(1) of the New Zealand Ports Authority Act 1968 in relation to the Ports Authority’s decision, and any person who is directly concerned with or has a material Interest in the Ports Authority’s decision may make representations to the Minister of Transport as Appeal Authority, and has the opportunity to be heard, if required, at the appeal hearing. COMMERCE ACT 1975 MERGER OR TAKEOVER PROPOSAL NEW ZEALAND DAIRY BOARD FOR ANIMAL ENTERPRISES, LTD THE Commerce Commission has received a report from the Examiner of Commercial Priactices relating to a proposal by the New Zealand Dairy Board to acquire 100 per cent of the share capital of Animal Enterprises, Ltd. A copy of this (with confidential aspects deleted) Is available from the Commission at the address below. Animal Enterprises, Ltd, has a wholly owned subsidiary, Ambreed New Zealand, Ltd, which specialises in producing semen for dairy and beef cattle for distribution throughout New Zealand. In his Report, the Examiner expressed reservations concerning the concentration in the market for the artificial Insemination of dairy cattle In New Zealand. In particular, the proposal would mean that the merged concern would have approximately 85 per cent to 90 per cent of that market with the balance being held by two smaller companies and by Imports. Barriers to entry to the Industry appear high in view of the long period of research necessary to prove bulls for New Zealand conditions. However, the Examiner considered that the genetic Improvement of the New Zealand dairy herd, which In his view could result from the merger of the Dairy Board and Ambreed, was a public benefit which, in the circumstances of the proposal may offset the concerns to the reduction of competition. The Examiner recommended approval of the proposal for reasons more fully outlined in his Report. In view of the importance of the issue to the farming community and to New Zealand as a whole, the Commission invites the public to comment on the Examiner’s Report. The portion of stopped Auckland Street will then be Incorporated Into the Reserve. The site will then be developed so as to allow the Ashley Playcentre Association to use the land as a base from which it can organise its activities. The Council proposes to stop Marlborough Street and dispose of the land to an adjoining owner. ' The stoppings also recognises Council acceptance that It Is no longer practicable to require roads to be formed on the present alignment. The abovementioned plan Is deposited at the Council Offices, Amberley, where It is available for Inspection during ordinary office hours. Any person objecting to the proposal shall set forth each objection In writing at the Office of the Hurunul County Council, Main North Road, Amberley, or posted to P.O.
