PA Wellington The game, Lotto, does not appear to be an addictive form of gambling, says the Minister of Social Welfare, Mrs Kerens. Studies had shown that, over all, lottery play was heaviest among middle to upper-middle income levels and attracted only the leisure dollar, she said. She would not initiate a study of the social impacts of the game. The Opposition spokesman on social welfare, Mr Venn Young, has called for a study on possible social impacts. He is personally opposed to the introduction of the game. Those on lower incomes were the most vulnerable, Mr Young said. Mrs Hercus said she had sought information on the family and community impacts of lotto from the Minister of Internal Affairs, Mr Tapsell, and was satisfied that no further research was necessary. Overseas research had been inconclusive on whether there was any social impact from the introduction of lotto.
