NZPA-Reuter Washington The Philippines’ VicePresident, Mr Salvador Laurel, said yesterday his new Government would grant amnesty to all Filipinos, including the Communist insurgents

known as the New People’s Army. “We have declared that we will grant a general amnesty to all political offenders,” he said in a television interview on N.B.C. Nightly News.

"That includes those who are now in the hills with the N.P.A. and those who are under detention. “We believe that, given a moral and democratic government, 90 per cent

of those who are now in the hills will lay down their arms and come home, because they, are not Communists.” Mr Laurel, who said he felt “happy but pooped"
