Public Notices LOCAL GOVERNMENT COMMISSION NOTICE OF DETERMINATION OF RIDING BOUNDARIES, RIDING REPRESENTATION AND MEMBERSHIP OF THE WAIMAIRI DISTRICT COUNCIL IN accordance with the provisions of Section 588 of the Local Government Act 1974, the Commission has determined that—(a) The- District of Walmairi shall be divided into the 6 ridings known as- the Avonhead Riding; Belfast Riding; Fendalton Riding; Papanui Riding, Styx Riding; and Walrakel RidIng; < ■ •' (b) The number of members to be elected to "> the Walmairi District Council . shall be 13; and (c) The number of members to be elected by the electors of each riding , shall be as follows - Avonhead Riding 3 Members Belfast Riding 1 Member Fendalton Riding. 3 Members Papanui Riding 2 Members Styx Riding ■' 1 Member Walrakel Riding 3 Members The effect of this determination is that the ridings, riding representation, and membership for 1986 election of members of the Walmairi District Council will be the same as for the 1983 elections. One objection was received to the Walmairi . District Council's proposals for its ridings, riding representation, and membership. This related to the riding repesentatlon issue. The Commission noted the comments in the submission and agreed that, on a population basis, there are representational Imbalances between the various ridings. It also noted that the Council was also concerned about , this. However, It-also noted that the Walmairi District Council was not required to comply with the population criteria in Section 56C of the Local Government Act It therefore gave consideration to the other factor taken into account by the Council in its deliverations - the possiblity of re-organisation of local government : to the Christchurch Metropolitan Area. While it has not yet made any decision on whether any such re-organistion should proceed, the Commission agreed that it is likely. If the Walmairi District Is affected the Commission would be required under present legislation to' reconsider the division of the District into ridings. However it also considered that even if the District is not affected by any re-organisa-tion scheme prior to the 1989 elections, the Council should seek to rectify the representational Imbalances In the course of the review it IS required to carry out prior to those elections. In the * circumstances the Commission resolved to accept the proposals of the Council on its ridings, riding representation, and membership.
