Bonn seeks ‘star wars’ role
NZPA-Reuter New York The West German Government announced yesterday that it planned to open negotiations with Washington on a role in “star wars” research and aims at an agreement by March. A spokesman, Friedhelm Ost, said that the Cabinet had voted to start talks in January on a general framework agreement on technological co-operation, in which the main emphasis would be on participation in the project. The Soviet news agency, Tass, immediately criticised this. It said that the Bonn Government hoped to use the American strategic defence initiative as a means to arm the West German Army with nuclear weapons. The announcement made
West Germany the second country after Britain to .pursue a Government agreement with Washington regulating the role of' Allied businesses in the S.D.I. gramme.Government sources said that Italy had been watching the West German debate on the issue closely and was expected to follow Bonn’s lead in launching negotiations with Washington. A Government statement said that there would be no West German State role in the American research programme and no contribution from public funds. The proposed agreement was aimed purely at protecting the interests of businesses that decided to participate by laying out new guide-lines on technology transfer, patent rights, pricing, and secrecy regulations.
