Sir,—Mrs Mies Oomen in her letter under the heading “Homosexual law changes” refers to Professor Palmer’s book “Unbridled Power” to support her view that a

referendum should be held. The same book, on page 79, states: “There are a good many things about which it is better not to legislate. The wholesale creation of new criminal offences in an effort ■to regulate behaviour often creates great problems in the enforcement of the law and it leads to an atmosphere of community disrespect for the law. The limits upon legal sanctions as a means of ordering society have been but dimly appreciated in New Zealand. Moral purity cannot be brought about by legislation.
