WATER AND SOIL CONSERVATION ACT 1967 RIGHTS IN RESPECT OF NATURAL WATER PUBLIC NOTIFICATION Is hereby given that at its meeting on October 1,1985, the National Water and Soil Conservation Authority resolved pursuant to Section 23 of the Water and Soil Conservation Act 1967 to grant the following rights to the Ministers of Energy and Works and Development subject to the Authority’s standard conditions and certain special conditions. Luggate Power Scheme To the Minister of Energy: CWR 1357: To dam the Clutha River to a dam height of 36m, at a point about 3km downstream of the State Highway 8a road bridge over the Clutha River. Purpose: generation of electricity.' Map reference 5124’094067. CWR’s 1358 and 1359: To take up to 530 cu m of water per second from the Clutha River at the upstream side of the dam, to divert it via a headrace and penstocks, and to discharge the water into the Clutha River on the downstream side of the dam. Purpose: generation of electricity. Map reference 8124’094067. CWR’s 1360 and 1361: To take and divert up to 2600 cu m per second from the Clutha River at the upstream side of the dam by way of a spillway, and to discharge the same into the Clutha River downstream of the dam. Purpose: to provide for the flow of water not taken for the generation of electricity. Map reference 5124:094067. To the Minister of Works and Development: CWR’s 1362 and 1363: To divert and discharge the Clutha River at flows up to 75.8 million cu m per day to the widened left bank. Purpose: to allow the construction of reinforced concrete diversionspillway structure. Map reference 8124:094067. CWR’s 1364 and 1365: To take 90,000 cu m of water per day from excavations and discharge it into the Clutha River. Purpose: Removal of seepage water from excavations below riverbed level associated with the Luggate dam and diversion-spillway structure. Map reference 5124:094067. CWR’s 1366, 1367 and 1368: To dam, divert and discharge the Clutha River at flows up to 75.8 million cu m per day with gravel cofferdams and slurry trench cutoffs, upstream and downstream of the Luggate dam site to divert the river through a concrete diversion structure. Purpose: to allow the excavation of the riverbed for a dam foundation and construction. Map reference 5124:094067. CWR’s 1369 and 1370: To take and discharge 90,000 cu m per day into the Clutha River from a dewatering system within a cofferdam. Purpose: removal of seepage water from an excavation below river bed level associated with the construction of the Luggate powerhouse. Map reference 5124:099067. CWR 1371: To take 7000 cu m of water per day from the Clutha River. Purpose: water supply to various construction establishments and aggregate washing. Map reference S124:087068. CWR 1372: To discharge 3000 cu m of water per day after desilting into the Clutha River. Purpose: discharge of aggregate washing water. Map reference between S124:078071 and 5124:099067.
CWR 1373: To discharge 30 cu m of water per day of septic tank effluent to a soakpit. Purpose: discharge of septic tank effluent. Map reference 5124:092066. CWR 1374: To take 500 cu m of water per day from the Clutha River. Purpose: to mix with material to be used in dam construction and for use in dust control on construction roads. Map reference 5124:122062. CWR’s 1375 and 1376: To take and discharge 500 cu m of water per day from the Clutha River. Purpose: to wash and screen sand for construction purposes and for the use in dust control on construction roads. Map reference 8124:131017. CWR’s 1377 and 1378: To divert and discharge Sheepskin Creek. Purpose: to allow work to proceed on the construction of the Luggate dam. Map reference between 8124:092062 to 8124:088067.
