Sir,—While the number of children below the age of 15 who drown in swimming pools is of concern, the idea of legislating compulsory fence building by all pool owners around their pools is also of grave concern. Such a broad generality in legislation is as unreasonable as someone saying that just because the parents of street kids do not worry about their sons and daughters, all other parents do not worry about their sons and daughters. The reason for most child drownings is probably irresponsible parents. Swimming pool legislation assumes that all people who own a swimming pool must be negligent and need to be forced by legislation to show more concern.
