Public Notices CHRISTCHURCH DRAINAGE BOARD NOTICE OF INTENTION TO INTRODUCE BILL NOTICE IS HEREBY GIVEN OF THE INTENTION OF THE CHRISTCHURCH DRAINAGE BOARD to introduce in the 1985 session of Parliament a Local Bill called THE CHRISTCHURCH DISTRICT DRAINAGE AMENDMENT BILL The objects which the Bill Is Intended to effect are (a) To repeal the provision requiring notice to be given and a meeting to be held on matters involving expenditure of more than $lOOO. (b) To provide for the appointment of a chairman to any standing committee of the Board without a chairman. (c) To authorise the Board to enclose and cover In any watercourse or drain within the district and to recover from any owner benefltted from the enclosure or covering In, a sum of money for betterment. (d) To make It an offence to, without the written consent of the Board, make any drain Into or connect any private drain to, or obstruct any watercourse, private drain or sewer or drain vested In the Board. Such offence to carry on summary conviction a fine not exceeding $5OO. The Board may cause any drain, connection, stoppage or obstruction so made to be disconnected, remade or removed. (e) To authorise the Board to make advances to owners to Install, repair, renew, alter or enlarge culverts or bridges giving access to or sited on an owners land and to provide for such advances to bear Interest at a rate to be fixed by the Board. (f) To redefine definitions of “Purchaser” and “Lessee” and to repeal earlier definitions. (g) To Increase unauthorised expenditure from $2OOO to $20,000. (h) To repeal the provision for an accident fund. (1) To extend the time whereby the Board can sue for rates from three years to six years. (j) To enable the Board to make bylaws requiring plumbers and drainlayers to hold public liability Insurance of a type and for an amount approved by the Board Indemnifying It against loss or damage caused by the work of those persons in undertaking work pursuant to the bylaws.
