NZPA-Reuter Vienna The East-West talks on cutting conventional forces in Europe went into recess for 11 weeks yesterday. The issues that have deadlocked the negotiations for nearly 12 years showed no signs of movement. A North Atlantic Treaty Organisation spokesman said that it was most unlikely the 19-nation talks

could reach any agreement before the United StatesSoviet summit meeting in November. He hoped that the two sides would have made strides towards reaching agreement by then, “but the time available for that end is extremely short.” The next round will open on September 26, and the Geneva summit meeting is scheduled for November 19 and 20.
