Powers start round two

The United States and the Soviet Union were beginning a second round of talks on controlling nuclear missiles and space-based weapons today, the super-Powers sharply divided over the American “star wars” project.

The round will last about eight weeks and will include separate negotiations on

long-range nuclear missiles, medium-range missiles and space-based defence systems.

The new arms control effort began with a six-week round on March 12, ending a 15-month breakdown in United States-Soviet talks. The Soviet leader, Mikhail Gorbachev, and the American President, Mr Ronald Reagan, have described the opening round as fruitless.

The Reagan Administration has shown no inclination to modify or curb the SUS 26 billion, five-year space arms research programme called the strategic defence initiative, but popularly known as “star wars.” Washington accuses the Kremlin of holding nuclear weapons negotiations hostage to agreement on United States abandonment of the “star wars” scheme.
