NZPA-Reuter Paris The French Government took a further controversial step yesterday towards granting independence to New Caledonia. The Cabinet approved a draft law which would replace the existing Territorial Assembly with a Congress, comprising four regional councils with wide powers, as an interim move towards a referendum on independence by 1987. A Government spokeswoman, Ms Georgina Dufoix, said the bill would be submitted to Parliament early next month after the New Caledonia Assembly had been invited to give its views. Yesterday the anti-inde-pendence R.P.C.R. Party which controls the Assembly criticised the proposals and threatened to boycott elections for the new councils in August.
