A thorough analysis of industrial problems in the Public Service is contained in the briefing papers from the State Services Commission to its Minister, Mr Rodger. Contained in the papers (196 pages) is detailed advice on where the effort, should V be made to economise in Government administration.
•There are about 263,000 people employed in the State services—B3,2oo in the main Public Service departments, 20,500 in Railways, 38,200 in the Post Office, 49,500 in education, 49,600 in the health services, 12,540 in the Armed Forces, 2530 in the Fire Services Commission; 3730 in broadcasting, 2160 : under the University Grants Committee, and 900
others. The cost of Government office accommodation in 1983-84 was more than $65 million. The Government owns one-third of the space it occupies, and paid $3l million to private property owners and rating authorities in 1983-84. There were five main industrial relations issues in the ; Public Service—pay research, part-time work, wage freeze concerns, employee housing, and new technology. The commission’s computer services division has fixed assets with a total net book value of $49.9 million and generated revenues of $39.9 million in 1983-84. A 62-page management plan for 1984-85 was among the briefing papers. This set detailed goals for each division of the commission. -
