in Wellington The question of how commercial the Statistics Department should be is one the Government will have to decide, according to briefing papers prepared by the department for its new Minister, Mr Tizard. It was a matter of to what extent the department’s statistical services should be funded either as a community service out of Government revenue or as a charge to users. The Government Statistician, Mr S. Kuzmidch, said

that the user-pays principle - seemed to be relevant where the statistical service was of commercial value only to the recipient It would hot ve ‘relevant where the service had general community value in the political, economic, or social sense. Department procedures were being examined to ensure it was correctly charging the full economic cost for specific work. Mr Tizard said that the comparative extent of any commercial charges was still to be resolved.
