Advance benefit payments

Parliamentary reporter The Government will introduce legislation this year to permit advance payments of the family benefit to meet the cost of child safety restraints in cars. This results from the child restraint regulations for vehicles which will come into force tomorrow. The cost of suitable child restraints was prohibitive for some parents, said the Minister of Social Welfare, Mrs Hercus. Legislation was needed to amend the Social Security Act so that families could receive an advance on the benefit, she said. The legislation would be introduced soon after the Budget in October.
