Pools by-law on November 1

The Christchurch City Council’s pool fencing bylaw will apply on November 1. The location of the 2000 to 3000 private swimming pools in Christchurch should be known by the end of next summer. Owners of existing pools will be required to inform the City Council within 90 days of November 1. Owners planning pools must inform the council before they are built. However, this will not be required for pools with a capacity of less than 10,000 litres or a maximum depth of less than 500 mm. Fences made of perforated materials, such as netting or wire mesh, must

be at least 2m high. Other fences must be at least 1.2 m high. All pool fences and gates must be built in a way that inhibits children from climbing them. All gates must have automatic latches, and they must not open inward to the pool area. Gate latches must be within reach from the outside only over the fence or gate. Pool covers capable of withstanding a certain weight, or alarm devices automatically activated when someone enters the water, will be required when gate requirements cannot be met.
