PA Wellington The Labour Department will prepare a document on industrial relations legislation by the end of the year, said the Minister of Consumer Affairs, Mrs Shields, yesterday. It would be the basis for discussion among unions and employers. “Once decisions have been made, legislation will be introduced to be passed in 1985,” Mrs Shields said in an address to the Clerical Workers’ Association. “The Government proposes a system of union membership based on the principles that those who
gain should contribute towards the cost of that gain,” she said.
“The way in which this will be legislated for is, of course, still unknown.”
Mrs Shields said “everybody” agreed there were too many under-resourced unions.
The Government proposed extensive amalgamations “and is prepared to use, if necessary, some public moneys to achieve this. “We want to end the existing fragmented structure where unions spend too much of their funding on running costs. Instead, we want to increase their capacity for service delivery.”
