The commission was asked by the cement companies to consider proposals to restructure the industry. Because the proposal calls for a collective national pricing agreement, which is an effective re-

straint on trade, the commission has sent the proposal to the Examiner of Commercial Practices for investigation. The Examiner will study the proposal to see if it is in “the public interest.” No time scale has been set for it. The proposal from the cement industry also seeks to have price controls removed. Public comment will be sought on this by the commission, which expects to announce the time frame for it within two weeks.
