Public Notices n ELLESMERE COUNTY COUNCIL ELLESMERE COUNTY COUNCIL RURAL HOUSING LOAN, No. 17, 1984, $150,000 NOTICE OF SPECIAL ORDER IT IS HEREBY PUBLICLY NOTIFIED THAT THE ELESMERE COUNTY COUNCIL at a Special Meeting held In the Council Chambers, High Street, Leeston, on Monday, April 16, 1984, passed the following resolution by way of a Special Order; such resolution Is to be submitted for confirmation of the Council at Its meeting which will be held on Monday, May 21,1984. THAT IN PURSUANT AND EXERCISE of the powers vested In It by the Local Government Act, 1974, the Local Authorities Loans Act, 1956, the Rural Housing Act, 1939, and all amendments thereto, and all other acts and powers enabling It In that behalf, the Ellesmere County Council resolves by way of Special Order, as follows: 1 To raise a loan of $150,000 from the Housing Corporation of New Zealand for the purpose of making advances to farmer ratepayers In terms of the Rural Housing Act, 1939 and Amendments. 2 The loan to be known as the Rural Housing Loan, No. 17, 1984. 3 The term for which the said loan or any part thereof may be borrowed shall not exceed 30 years. 4 The Security for the said loan shall be by way of a debenture In terms of the Local Authorities Loans Act, 1956, charged on a Special Rate of such an amount each year upon the rateable capital value of all rateable property In the County of Ellesmere as may In that year provide sufficient revenue for the payment of annual charges of the loan plus 10 per cent thereof, which rate shall continue until the loan is paid off. 5 The rate of Interest shall be seven per cent per annum or at the ruling rate at the time progress payments are made. Such interest to be reviewed annually. 6 No amount payable by the Council in respect of principal or Interest owing to the Housing Corporation of New Zealand shall be paid out of loan moneys. 7 No amount shall be payable for brokerage, underwriting or placement fees in respect of the raising of the said loan or part thereof. 8 Such other conditions that may be stipulated by the Mortgage Loans Committee. IT IS HEREBY FURTHER PUBLICLY NOTIFIED THAT a poll of ratepayers is required to be taken if 15 per cent of the ratepayers of the County of Ellesmere so demand by writing under their hands, delivered or sent by post to the undersigned no later than 9 a.m. on the date fixed for the confirmation of the foregoing resolution. NOTE The repayment of the abovementioned loan is not intended to be a charge on County Rates but will be secured by first mortgage over the properties on which advances are made. A full copy of the Special Order is deposited at the Council Offices, Leeston, and is available for Inspection by the public during normal office hours. Dated at Leeston this 17th day of April, 1984. Period of Proposed Closure Saturday, May 12, 1984 between 2.15 p.m. and 5.15 p.m. During the period of closure the following provisions will be made for ordinary vehicular traffic which would otherwise use the road. Alternative routes are available. It will be an offence under the above Regulations for any person otherwise than under authority of an authorised permit to use the road for ordinary vehicular traffic during the period of closure. L.
