Pool fences compulsory?

The fencing of swimming pools will probably become compulsory in Heathcote County. The Heathcote County Council’s town-planning committee recommended the move last evening after months of debate on the issue. Councillors studied a draft by-law prepared by the County Engineer, Mr D. J. May, based on the New Zealand Standard By-laws and from the latest draft from the Standards Association.

The County Chairman, Mr O. T. Alpers, said that public opinion seemed in favour of a move which saved lives

and if that was the feeling he would not like to stand in the way. However, he said he could never understand why the fencing of swimming pools had been “singled out” and had attracted enormous publicity. Drownings in private swimming pools were a comparatively small risk. Cr J. L. Laurenson said that it seemed a Draconian measure to have to enforce fencing of swimming pools, but if lives could be saved the council had no option but to follow it Once the council approves the recommendation, a procedure allowing for objections will take place.
