Railways’ future
Sir, — It is a shame that the Railways Corporation may have to lay off more staff to achieve reductions, instead of achieving the same ends by normal attrition. It is difficult to see who is to blame for the public disaffection with this tired giant — the rank and file railway workers who have universally slackened off over the past 20 years, or the institutionalised job security policy which has encouraged such slackness by protecting the tenure of those who are incompetent “dead wood.” It is easy to say the politicians encouraged the run-down by not being more firm with the old New Zealand Railways, but that is not the answer. Let us hope the next few years of pruning and restructuring leave the corporation with a trimmer, cleaner ‘look and more vitality. It is a great institution and deserves better managing. — Yours, etc TED HICKS. March 17, 1984.
