Nuclear plan ‘inadequate’
PA Auckland Civil Defence precautions in Auckland against an accident on a nuclear-powered ship are inadequate, according to a report to the Auckland Regional ityThe 277-page report by A.R.A. planners gave two simple reasons for the inadequacy: the reception and the welfare centres were too close to a harbour accident site to be safe.
A.R.A. planners began preparing their report — “Planning for Hazardous Activities in the Auckland Region” and in which the possibility of nuclear accident is just a small part —
in October, 1982. The report focuses on human activities rather than natural hazards for which no preventive measures were possible. “The hazards considered include the cumulative effects of pollutants, for instance in shellfish, as well as the immediate consequences of possible disasters such as explosions,” it says. The planners said that all the activities they had considered were of regional significance. “The consequences of a disaster or the effects of pollutants would extend beyond the boundaries or emergency responses of a single local authority.”
