Court threat for debt

NZPA London A widow was ordered to attend court to settle a one penny debt to the local water authority. Mrs Peggy Carey, aged 55, is one of 20,000 people being approached by the Welsh Water Authority in its new “get tough” bid to recover $lO million in unpaid water rates.
