Handcuff training plans
PA Wellington All traffic officers would receive full training in the use of handcuffs before they are issued with them, said the Minister of Transport, Mr Gair, yesterday. Tenders for the supply of handcuffs to traffic officers would be called in a fortnight, he said during question time in Parliament. Officers in charge of dis-
trict personnel training would attend a 2%-day course held with the police at the Ministry of Transport Traffic College, covering the legal and practical aspects of using handcuffs. They would ensure that all officers were fully briefed.
Mr Gair said that violent motorists were most likely to end up in handcuffs. A person being arrested who
was violent could be handcuffed to restrain him from further violence. It was thought that drunken drivers were the most likely group of offenders to require handcufff. No date for the introduction of handcuffs has yet been finalised. Their use by traffic officers was provided for in regulations brought in earlier this year.
