Obituary Mr B. L. Dallard
PA Wellington A former Controller-Gen-eral of Prisons and Undersecretary for Justice, Mr Berkeley Lionel Dallard, died recently in Wellington Hospital. He was 94.
Mr Dallard was educated pt Rangiora High School and Victoria University of Wellington. He joined the Audit Office as a cadet in 1907, having qualified as an accountant.
Mr Dallard’s positions in the Public Service included financial and economic adviser to the Board of Trade
on its inauguration in 1919, inspector in the Public Service Commissioner’s office, and later the post of assistant commissioner. He became the administrative head of the Justice Department, where he remained until his retirement. During his career he was involved in a variety of positions, from Sugar Controller to Controller of Prisons and from Parole Board to State Services Tribunal.
In his period as Controller of Prisons, considerable development took place in the
industrial side of the Prisons Department, particularly in regard to prison farms. The development of the Borstal system also received his special attention. He was a member of the Law Revision Committee from its inception in 1936 until his retirement from the Public Service, and he was awarded the C.M.G. in 1948.
On retirement, Mr Dallard served for 16 years as a Wellington City councillor.
