The Lyttelton Harbour Board is taking a tougher stance with inner-harbour moorings for small boats. The board’s small craft committee yesterday approved moves to enforce its by-laws governing the ownership of the moorings. All mooring holders have been asked to make a statutory declaration regarding their moorings. From the 71 declarations so far returned, a wide variety of shares of ownership and family ownership is evident. Under the board’s bylaws, mooring permits can be issued to one person only. Under the recommendations approved by the committee yesterday, a mooring holder will lose the mooring if he does not have a beneficial share in the ownership of the vessel occupying the mooring. This step supports the board’s policy of eventually phasing out all inner-harbour moorings. A yearly lease on the moorings is renewable on October 1 each year. Mooring holders who have not completed thenstatutory declarations by September 30 will lose their leases. Some committee members said vessel owners were concerned they could be “tossed out” of the mooring spaces with only 12 months notice if the Harbour Board wanted the area for reclamation. A letter will be sent to each mooring holder explaining that because of the steps the board wobld have to go though
