U.N. chief meets S.A. leaders
NZPA Cape Town The United Nations Secre-tary-General, Mr Javier Perez de Cuellar, held talks with South African leaders in a new attempt to end the impasse in negotiations for independence for SouthWest Africa (Namibia). The last time a United Nations chief was in South Africa was 11 years ago when the then SecretaryGeneral, Kurt Waldheim, also discussed Namibia. Mr Perez de Cuellar met the Prime Minister, Mr Pieter Botha, the Foreign Minister, Mr Roelof Botha, and the Defence Minister, General Magnus Malan in a 17th-century castle near Cape Town’s Table Bay yesterday. Mr Perez de Cuellar spoke with the Prime Minister for 45 minutes on “the question of Namibia and the general situation in southern Africa.” He then met the Foreign Minister for three hours, said a United Nations spokesman, Francois Giuliani. He refused to disclose details of the talks, saying only that "they were businesslike and certainly cordial,” and that discussions would continue today. Mr Giuliani said Mr Perez de Cuellar would meet the Namibian guerrilla leader, Sam Nujoma, in Angola tomorrow and would meet Angolan leaders “if they wish to discuss matters with him.” The United Nations chief was stopping in Namibia en route to Angola. Diplomats had said that they did not expect a breakthrough on the biggest barrier to a cease-fire in the 17-year-old guerrilla war against South African rule of Namibia.
That issue is the joint United States-South African demand that Cuban troops withdraw from neighbouring Angola coupled with an independence settlement and a South African pull-out from Namibia.
Angola has said that the 20,000-25,000 Cuban troops are unrelated to the Namibian independence dispute and are needed to defend it against South African aggression. Mr Perez de Cuellar was given a letter on Monday in which the South African Government accused Angola of allowing its territory to be used as a “springboard for armed attacks against the people of South-West Africa.”
