Town Planning /METRB REFUSE THE TOWN AND COUNTRY PLANNING ACT 1977 CHRISTCHURCH METROPOLITAN REFUSE DISPOSAL SCHEME PUBLIC NOTICE OF PROPOSED ACCESS TO LANDFILL SITE IN May and June 1982 the Number Three Division of the Planning Tribunal heard an appeal by the Walmalrl District Council and Others against the decision by the Christchurch City Council and Others to require the designation of an area to the north of the New Brighton "proposed refuse disposal landfill site”. In the explanation accompanying that requirement It was Indicated that access to the site would be by way of Bower Avenue THE Tribunal made an Interim Decision in July 1982 generally approving the proposed designation, subject, however, to the provision of an acceptable alternative access and to the Inclusion in the District Scheme of suitable management provisions. The Tribunal determined that Bower Avenue was unacceptable as a means of access, and said:— “If the Respondents wish to have their requirements relating to the appeal site confirmed, It will be necessary for them to put before the Tribunal a proposal for gaining access to that site which is acceptable to the Tribunal ...’’ It also said:— “If the requirements are to be confirmed then the necessary amendments and provisions to be made in the District Scheme (Including designation conditions of management and ordinances) will have to be provided for". FOLLOWING that decision investigations of alternative access to the landfill were undertaken and It is now proposed that a deviation of Prestons Road should be constructed along the line shown in the Waimairi Operative District Scheme, and from the intersection of that deviation with Burwood Road a private road (upon which public vehicular access will be restricted) would be constructed on land administered by the Waimairi District Council (being a portion of closed road known as Rothesay Road) and then deviating to the north through the Bottle Lake Forest Park to the landfill site on land owned by the Christchurch City Council. The route for vehicles travelling to and from the landfill site will thus be along Marshland Road from Briggs Road to Prestons Road, thence along Prestons Road and the Prestons Road deviation to Burwood Road, and from thence via the private road. FURTHER details of this proposal including maps of the proposed route and details of the designation amended following the Interim Decision and of the Schedule of Conditions to be associated with it, may be obtained from the following offices of the Walmalrl District Council:— — Council Office, enr Jeffreys and Clyde Roads, Fendalton, Monday to Friday, 8.30 a.m. to 4.30 p.m. — City Receiving Office, 150 Manchester Street, Monday to Friday, 9 a.m. to 12.45 p.m. and 1.15 p.m. to 4 p.m. - Parklands Office, 425 Malrehau Road, Monday to Friday, 11 a.m. to 2 p.m. ANY body or person affected or representing some relevant aspect of public interest wishing to object to the proposal may lodge an objection with the Registrar of the Planning Tribunal, Christchurch Star Building, Kllrnore Street (P.O. Box 2059) Christchurch, not later than 4 p.m. on Friday the 29th day of July 1983. />FTER that date the present appeals will be set down for further hearing in accordance with the Town and Country Planning Regulations together with the hearing o' the objections lodged as aforesaid. Those bodies and persons lodging objections will be notified by the Registrar of the date for the resumed hearing of these appeals. At present the date is anticipated to be in the week commencing 22nd of August 1983.
