(4) To authorise the delegation of the board’s functions and powers to persons and sub-committees. (5) To define the contractual powers of the. Board, and set out procedures for receipt of grants, payment of funds, management of its finances and property, and to authorise employment of staff. (6) To authorise the making and collection of levies by the board against local authorities, and to set out the method for their as- ’ sessment on the basis of population and land value ratios. (7) To empower local authorities to levy special rates to provide the amount of their contribution to the board’s levy.(8) To make provision for the borrowing of funds by the board, their investment and expenditure, and the preparation and audit of annual accounts. (9) The schedule of contributing authorities comprises the City of Christchurch, the Districts of Walmalrl and Ranglora, the boroughs of Lyttelton, Rlccarton, Ashburton, Kalapol and Ranglora, and the Counties of Heathcote, Paparua, Akaroa, Amurl, Hurunul, Cheviot, Ellesmere, Eyre, Malvern, Mt Herbert, Oxford, Walrewa and Ashburton.
