Wellington reporter Sweeping powers to declare a state of local civil defence emergency, contained in the Civil Defence Bill, have been criticised by some local authorities. However, the Silverpeaks County Council said that the

clause did not seem to give power to declare an emergency in only part of a district. The Ellesmere County Council made a similar complaint and wanted the clause amended to allow declarations to be made over limited areas. The Auckland Regional Authority said that an amendment like this should also include power to make a declaration of an emergency for a limited purpose as well as a limited area.
