Arafat gains W. Bank pledge
NZPA Tel Aviv The Palestine Liberation Organisation chief, Yasser Arafat, has obtained a written promise from the American Middle East envoy, Philip Habib, to include the P.L.O. in negotiations on the future of the Israeli-occupied West Bank, reports Israeli radio. The Palestinian leader was
