Sir. — Since the Physical Environment Conference of 1970 first focused serious concern. there have been six or seven conferences devoted to coastal management: five successive governments, faced with repeated criticisms and recommendations, have failed to take any action. One delegate to the most recent confer-

ence. in Tauranga last September. noted: “It can be said that if the main theme of this seminar (the need for more adequate data) is followed, then we will know an awful lot about what we have lost." In 1973. that perceptive book, “Seacoast in the Seventies" by J. Morton. D. Thom, and R. H. Locker. all acknowledged authorities, concluded that a coastal commission was urgently needed as advocate and champion of our shoreline environment. and observed bluntly: “What •is lacking is leadership and policy." Ten years later. shamefully, nothing has changed; nor. even has any reaction yet surfaced from the Minister’for the Environment to the concerns expressed in the “Review of Coastal Planning Policy." reported to him in May I’9Bo. by the Environmental Council. — Yours, etc., ERIC BENNETT.
