Terms of reference laid down for a Committee of Inquiry on the Wheao power scheme canal collapse were criticised last evening by, the Labour member of Parliament for Yaldhurst, Mr M. A. Connelly. 1 The terms were deficient because they did not require the committee to consider who should give advice on

whether hydro schemes should be built, said Mr Connelly, a former Minister of Works. “Just any engineer or party is insufficient,” he said. Authorities considering big projects needed advice from experts with enough experience to make reliable recommendations.

“It is essential that the constructing authority, when approving the project, have available to it the best possible advice,” Mr Connelly said. The committee needed to consider this aspect when investigating codes of practice that ought to be observed, he said.
