South African policy
Sir,—The South African Defence Minister, General Magnus Malan, pictured on page 9 of “The Press” on December 10, may not be the formidable hard-liner he looks. He has reminded his country people that Portugal did not lose the wars in Angola and Mozambique; they lost “the hearts of the people.” General Malan has stated that South Africa cannot win the war against nationalism, fuelled as it is by apartheid, and has called for a "hearts and minds campaign” in an effort to win over some black support for his minority government. So far his call has been ignored as being politically impractical. But with the ' South African economy on the slide, the Armed Forces spread over the whole of southern Africa and the African National Congress gaining increased support from the world community, General Malan’s wisdom may yet prevail as the first step back to democracy. — Yours, etc., GRAEME YARDLEY.
