PA Wellington Parliament continued late on Wednesday evening, when an amendment moved by the Leader of the Opposition, Mr Rowling, that the second reading of the Customs Amendment Bill be delayed by one week was lost, 37-38, on a division. The bill was given a second reading by 73 votes to two on a division and was passed through all . its committee stages. It was read a third time after the Government and Opposition again outvoted Social Credit by 71 votes to two. The House rose at 12.37 a.m. yesterday. When the House resumed at 2.30 p.m. a petition by the Auckland Regional Authority asking for a Cornwall Park Endowment and Recreation Land Bill was presented. It was brought to the House by Mr R. W. Prebble (Lab., Auckland Central); and Mr Prebble then introduced the bill as a private measure. The Minister of State, Mr Thomson, tabled three papers. They were: an agreement between New Zealand and Japan for air services and an exchange of Notes; a double taxation avoidance convention between the Governments of New Zealand and Sweden; and an exchange of letters between the European Economic Community and New Zealand on trade in mutton, lamb, and goatmeat. Elworthy, introduced a local bill, the Hakataramea Public Hall Trustees Empowering Bill. The Government won a division, 39-37, to take urgency on select committee reports and legislation. The Banking Bill was reported back from the Commerce and Energy Commit-, tee, the Education Amendment (No. 4) Bill was reported back from the Labour and Education Committee, and the Agricultural Pests Destruction Amendment Bill and Pork Marketing Board Bill were reported back from the Lands and Agriculture Committee. The Petitions Committee reported back with no recommendation on the petition of Arthur Malcolm and Frederick Morgan seeking changes to the Licensing Trusts Act. The reporting back of the Local Government Amendment (No. 2) Bill was interrupted when the House rose at 5 p.m. to allow members to attend the annual meeting of the Commonwealth Parliamentary Association and Inter-Parliamentary Union. When the House resumed at 7.30 p.m., the debate on the report back of the Local Government Amendment (No. 2) Bill resumed. The bill was passed after a 41-37 division. The Superannuation Schemes Amendment Bill (No. 2) was reported back from the Commerce and Energy Committee before being read a second time. The Income Tax Amendment Bill (No. 2) was given a second reading. The house rose at 12.48 a.m.
