WTC AKAROA COUNTY COUNCIL PUBLIC NOTICE OF DISTRICT SCHEME CHANGES THE Akaroa County Council has prepared District Scheme Changes. CHANGE NO. 2- SUBDIVISION RURAL 1 AND RURAL 3 ZONES: The District Scheme presently makes no provision for further subdivision in the Rural 1 and Rural 3 zones. This proposed change clarifies control over the title boundary changes, and provides for the creation of new lots where new full-time farming units are being created and where there are existing houses occupied by people with lull-time independent employment in a rural zone. CHANGE NO. 3 - SUBDIVISION, RURAL 2 ZONES - OUTER BAYS: The Rural 2 zones recognise the small, generally remote, communities within the rural area. Although these are not intended to cater for major development, the Council believes there is a need to ensure an adequate supply of sections in the main outer Bays. This proposed change identifies parts of the Rural 2 zone where limited further subdivision may be appropriate. These areas have been selected having regard to the area of the properties, the need for fur sections in each locality, suitability for housing - in particular suitability for effluent disposal and location within each community and in relation to existing zones. Outside the areas specified by the change, subdivision creating hew titles is not permitted in the Rural 2 zone. CHANGE NO. 4 - BULK AND LOCATION ORDINANCES - RURAL 2 ZONE: Experience in administering the Rural 2 Ordinance has shown that in many cases proposed dwellings cannot’meet the yard requirements laid down. This proposed Change reduces yard requirements for dwellings to the same standard as required in the Residential zone (country area). CHANGE NO. 5 - POLICIES FOR WATER RELATED USES: As the authority controlling both land and water areas (as a Harbour Board), the Council considers it appropriate to set out general objectives and policies for water-related uses and development in the District Scheme. This Proposed Change inserts a section in the Statement part of the Scheme setting out principles to be considered when conflicts arise or proposals are made affecting tile foreshore and areas of water. The Scheme Changes may be inspected at the Council Offices, Duvauchelle, and Gabites, Porter and Partners, 29 Latimer Square. Christchurch, at any time when the above places are open to the public. Forms for submissions and objections (Form C) are available at the Council Offices. Submissions and objections to the Changes or any part thereof may be made by anybody or person affected or representing some relevant aspect of the public interest. Submissions and objections shall be in writing in Form C prescribed in the Schedule to the Town and Country Planning Regulations 1978 or to the like effect and shall be lodged at the office of the Council not later than 4 p.m. on Thursday, September 30, 1982. At a later date every submission and objection will be open for public inspection and any body or person who wishes to support or oppose any submission or objection will be entitled to do so.
