Prison population declines

PA Wellington Prison numbers had shown a "significant" decline in the last year, the former Secretary for Justice, Mr J. F. Robertson, has said. The now-retired secretary said in his final annual report that the number had dropped from 2710 males and 134 females to 2499 males and 112 females at March 31, 1982. ' “While the reasons for this decline are complex, it does seem that the change referred to in last year’s report where Borstal-training was abolished has had a marked effect, in that those offenders who might have been sentenced to Borstal training ' are now being sentenced to shorter, finite sentences or corrective training. - ’ Mr Robertson said. During 1981 there were 128 escapes—49 from prisons, 60 from corrective training institutions. and 19 who failed to return from parole. At December 31, 1981, all but five had been recaptured.
