Sir,—Enlarging on your report of the council’s decision to purchase a computer, it could be explained that the staff recommendation was prepared only three days earlier, that councillors were not given any opportunity to peruse the computer agreement (the council’s solicitors referred to its ‘‘length and complexity”). It was for this reason I had moved the amendment that the decision on the computer be deferred a month. In my view the expenditure of such a sum of ratepayers’ money in a small borough requires full discussion at prior committee level.
