Recent Government decisions affecting students have drawn a mixed reaction from the New’ Zealand University Vice-Chancellors’ Committee, the University of Canterbury Council has been told. The committee had welcomed the changes to the bursary system but w r as disappointed by the abolition of the Student Community Assistance Programme, said the university's vice chancellor, Professor A. D. Brownlie, at a meeting of the Council this week. It had resolved to write to the Minister of Labour (Mr Bolger) asking that other subsidised student employment schemes be created. Professor Brownlie said that changing the bursary system to a three-tier structure conformed to recommendations made last year by the committee to ‘ the Minister of Education (Mr Wellington).

Dr W. R. Holmes condemned the Government's measures. He said students were being forced .from crisis to crisis to the detriment of their studies.

The president of the university's Students' Association, Mr Steven Ferguson, said that leaked Government department reports showed that the Government knew that abolishing the S.C.A.P. would force students to take the unemployment benefit during the summer holidays.

The reports showed that the Government had planned

for student unemployment but had not admitted it when the measures were announced, he said. The. council resolved that the Government reports be discussed by one of its committees.
