City resurgence

Sir,—For democracy to work in our society, individuals must know the means by which their views can be expressed to appropriate bodies, and the bodies — whether they be local or national government, or whatever — must be receptive to those views. This is clearly illustrated in the case of the Inner City West. Your excellent article. talks of past “little or no community reaction” and “no public response.” But response and reaction are so often there and nobody knows who to talk or write to. There is also a strong feeling it will do no good — "they won’t listen” — and this is confirmed every time public institutions are seen to override public protest (which usually happens when commercial interests are concerned). The reason for inner city resurgence has much to do with a council wanting to work democratically. This includes taking quite basic steps such as encouraging community groups.
