Malvern arts, crafts sale considered
The sale of arts and crafts in Malvern County could encourage employment, members of . the County 'Council have agreed. The council's towmplanning committee will consider possible alterations to the District Scheme which would allow arts and crafts to be sold from a residential site. The recommendation came from the " social services committee.
Councillors also agreed that the Malvern Community Arts Council be asked to give its views on the appointment of a co-ordinator of arts and crafts, and the promotion of these in the county. The meeting was told that a survey of unemployment in the county had shown it was not a big problem. Councillors subsequently agreed that it was not necessary to employ ar employment officer. Request refused A request by the council for a second police constable al Darfield has been refused by the Minister of Police (Mr Couch). In a letter, Mr Couch said the area was still within
the ability of one constable, and back-up services were relatively close by. The member of Parliament for Selwyn. Miss Ruth Richardson, has told councillors that statistics would be the best way to show the need for another constable. Special order Councillors agreed to a special'order, which will discontinue water-races in the Kirwee township. A highpressure piped water supply has recently been connected in the area, and the waterraces are no longer needed. The special order is necessary under the Local Government Act. New library The council will discuss with the National Library Service a new central county library for the area. The social services committee had recommened establishing the library, rather than replacing an existing one at Darfield with a bigger building. The National Library Service helped local authorities to set up libraries by providing books, if certain criteria were met, councillors were told.
Swimming pool by-law Any decision on the fencing of private swimming pools will await a report on the matter. Social services committee members had discussed a proposed by-law, but some were concerned about the implications of policing it. Dog fees Registration fees for dogs in the county were increased $1.50 at the meeting. Councillors approved a $3.50 fee for working dogs plus $l5 for hydatids control, and a fee of $6.50 for non-working dogs plus the $l5. Census figures Final figures from the 1981 census showed that the Darfield community had increased 14 per cent, to 1151 people since 1976, the meeting was told. Litter Litter bins may be provided at the South Terrace shops, councillors were .told. Council officers are considering this after complaints about rubbish outside the shops.
